More details than Cannot decode spans when returning 400

On openzipkin/zipkin-gcp#73 @jsw asked for more details than "Cannot decode spans" I thought we had a bit more than that, but guess we don't. We should be careful to not add server load as a side-effect of creating a better error. In other words, we shouldn't return the entire input document.
