The intended use of the contingency manifest is only in the event that CCRS is down and unable to receive and process manifests. In this situation, an announcement will be posted that CCRS is temporarily down and that use of the contingency manifest is appropriate at that time.

Update from the LCB at 1400 Olympia time.

An issue with the new Manifest.CSV has been identified and licensees and integrators will need to use the contingency manifest available on the LCB website

Today the LCB said everything is working; and that we should all resume this process. Some folk have gotten some files to upload -- but it's spotty. We've tried a few dozen and nothing has generated any email response.
