amenity=social_facility should not include building=yes by default

Currently the social facility amenity preset includes building=yes by default.

The Wiki page for this tag suggests drawing "an area area for the campus of the facility, comprising buildings and outdoor areas." Therefore the building=yes tag should not be included by default.

I note in issue #5335 in 2018 there was a reluctance to change this based on "a single person's osm wiki edit".

However it seems that this approach is now well used by the OSM community. Taginfo shows only 36.78% of amenity=social_facility tags have a building=* tag associated with them.
