purpose and user value of feature flag beaker

The feature flag beaker icon currently adds little value to the user. It indicates there are features on but not where they are. The names are also cryptic with no description of the feature. There's also no action to take from the popup.

I suggest we improve the user experience here in what we are trying to convey or remove it altogether.
Is the purpose to help the user understand that something on the page isn't production ready. What is that something? and where is it?
