This widget displays its empty state based on when the viewing user owns 0 spaces, and the empty state implemented for it reflects this - the empty state informs the user that they have no spaces and nudges them toward getting started by creating a new space. If the user does own spaces but has not "recently" (need to determine what constitutes "recent" behind the scenes), then we get this blank state seen above.
I think it would make sense to modify the behaviour to display the empty state when the user has no recently visited spaces, rather than no owned spaces, and modify the empty state itself so that it talks about not having visited any spaces recently and maybe point the user to the "My Spaces" view.
Logged in, and although I've got a ton of spaces which I've recently visited, Recent Spaces on my Account Home is empty:
Moreover, there is no text in the empty portion of the widget telling me to create a new Space (plus links to documentation).
