What is the bug? Specifically this line failed in cypress run for 2.9.0 https://github.com/opensearch-project/opensearch-dashboards-functional-test/blob/main/cypress/integration/plugins/query-workbench-dashboards/ui.spec.js#L214
Cypress error was expected undefined to be a string. possibly something changed in the API call that broke tests.

Manually verified that download csv and text file are working properly using 2.9.0 RC2.
