[Meta Issue] Flaky test

We met several flaky test when run Github CI action and reported in several issues. Create this meta issue for easy tracking all flaky tests.

Since this issue is old, test cases/log information is out dated and not accurate anymore, did three AD build to test current test run result and all three build passed. The only issue with the current build is that spotless requires JDK 17 so it's failure on the other versions. Opened this pr to update spotless task - #1129
