[BUG] [Remote Cluster State] Remote store cluster requires remote cluster state repo to be supplied in node attributes even if remote cluster state is disabled

Describe the bug

• Remote cluster state enabled/disabled is control by a cluster level final setting
• Remote cluster state repo is provided in node attrs, just like all other remote store repos
• Today even if remote cluster state is disabled in cluster level settings, we ask the user to provide remote cluster state repo node attrs.
• This doesnt enable the remote cluster state but asks the user to provide information which is not needed by the cluster

Expected behavior
If remote cluster state is disabled in cluster level settings, you should not need to provide remote cluster state repo in node attrs
