[PerformanceTests] Design and Implementation Document - Add support for a public dashboard for OpenSearch performance tests

Is your feature request related to a problem? Please describe.
As a community member, I would like visibility into the nightly performance tests running for OpenSearch.
This is an additional feature request as a part of opensearch-project/opensearch-build#126

Describe the solution you'd like

• The solution involves adding an OpenSearch Dashboard accessible to the public via www.opensearch.org.
• The results from the performance tests will be published into the existing website Opensearch cluster or possibly a new cluster and a new read-only Dashboard instance has to be made publicly accessible.
• The Dashboard will have views for the last n performance test metrics which can be consumed by the community.

Describe alternatives you've considered

• The verbose results can be published on the website directly which would involve building in a polling/push logic from the website to the performance test executor.
