Describe the bug https://github.com/opensearch-project/OpenSearch-Dashboards/blob/main/config/opensearch_dashboards.yml#L17

We should re-visit and make the configuration as expected.

Expected behavior
Default should be true

OpenSearch Version
1.1

Dashboards Version
1.1

It seems to be defaulted to false and it is actually deprecated right now. The comment might be an error but we should keep this issue open to verify what we want to do with this config.
