Is your feature request related to a problem? Please describe.

Add a workspace dropdown select to allow user to quickly switch among workspaces.

Describe the solution you'd like

Use chrome.registerCollapsibleNavHeader to register a workspace dropdown menu at the top of left nav bar, the menu is registered when workspace plugin is enabled.

None
