[BUG] : Unable to delete Visualizations from OpenSearch Dashboards

Describe the bug

There appears to be a bug which has been around for a while, where in some instances when a visualization is added to a dashboard we are no longer able to delete or edit it as the box to do so becomes hidden. Specifically, the options button is not showing up.

To Reproduce
Steps to reproduce the behavior:

1. Go to an Opensearch Dashboard which has visualizations
2. Edit the Dashboard
3. If there are multiple visualizations, the settings icon (for options menu) works only for some and for the others the options popup doesn't come.
4. So, I am not able to edit or delete that visualization from the dashboard

@nikhanj30 I wasnt able to reproduce this issue locally. Is there a dashboard on https://playground.opensearch.org/ that can reproduce this issue?

Seems like the playground is not running on the Opensearch dashboards 2.9.0. Is there a way to test on that version?
