[Visualizations] Per panel custom time range

Currently, we can add custom time ranges by added valid a new range in Time filter quick ranges in Advanced Settings and set it at a global level. However, I can't apply this custom time range at a panel level within the dashboards view.

Support custom time ranges for a panel level.
