One suggestion that came up in a current review (openjournals/joss-reviews#1252 (comment)) is to include a link to the paper (both md and pdf?) in the first comment in a review issue (e.g., along with the link to the repo, version, archive url, etc.). I think this definitely worth considering and would make it easier to check on the state of the current paper submission during the review.
