Create a visual tool for helping configure dependencies for Lime targets

In addition to improvements to the command-line "setup" command, it would be ideal if we had a GUI in order to help install dependencies for Lime platforms.

This tool should not only help install the dependencies, but show progress, and perform validation to confirm if dependencies are set up properly, or already exist.
