As discussed in #20 the LibAV version specified in documentation is very old.
Separately I asked what version is currently supported, the answer was 3.2.12

Thats because libav was removed by Debian in favour of ffmpeg
https://packages.debian.org/stretch/libav-tools
An Equella issue is open to move to ffmpeg
https://github.com/equella/Equella/issues/697
All libav references should become ffmpeg references at an appropriate version - 3.2.12 is probably a good starting point.
