select random ETH_PROVIDER from
test ETH_PROVIDER via geth-rpc, if response & blockheight ok: take it, if not/no response within 3 seconds take next
regularly test geth blockheight, if response missing for 3 test intervals, change config to different random eth provider and restart connext container
