ENABLE_VIPS needed?

find out what ENABLE_VIPS is for in buildOpenCloud in web repo woodpicker starlark file and if that is needed.
Get rid of it if not

@kulmann @ScharfViktor @micbar we have the option to enable vips in the CI of web. Do we need to run the tests with and without vips, or should we get rid of that option in CI?

As far as I remember, we wanted to run an e2e test without vips in the web and with vips in the opencloud ci. Shall we do that?

We are building openCloud for docker always with VIPS enabled.

Only the bare metal version is not using VIPS. I would run the E2E tests always with VIPS enabled, because it renders more different image mimetypes.

@micbar @ScharfViktor I just realized that this is not enabled in opencloud repo, do we want also have VIPS enabled there?

But its blocked by #66
