This PR updates documentation to more accurately reflect the behavior of guardrails and agent lifecycle hooks.
Changed to better reflects that guardrails validate both inputs and outputs.
Corrects the timing description to accurately reflect that the on_tool_start hook runs concurrently with tool execution rather than before it.
