Schema improvements (2023/11)

• /schemas is the top 404 #3468
• Rework semconv-spec-version scripts so version can be used in schema/latest redirect #3478

You can take a look at the ongoing PRs and provide feedback, otherwise I recommend to take a look at issues with label help wanted and good first issue to find a starting point for your contributions
