Release fails because opentelemetrybot does not have permission to set PR labels

@emdneto updated the release workflow to add labels to release PRs in #3424. I just ran a release and it fails because @opentelemetrybot does not have permission to add labels apparently

pull request update failed: GraphQL: opentelemetrybot does not have permission to update the pull request PR_kwDODSTwx86T9CdO. (updatePullRequest)

currently @opentelemetrybot has no permissions to any otel repos

there's discussion in open-telemetry/community#2127 how we can create repo-specific bots for cases where more permissions are needed

in this case though I think you could use the default GITHUB_TOKEN to add the label after creating the PR?
