Capability to bridge agent logging into users app logging

This has come up a couple of times now inside of other issues:

• Configure the javaagent to log to a file (instead of stderr) #3413 (comment)
• Should instrumentation-api (and library instrumentation) continue using slf4j? #5053 (comment)

so creating this standalone issue to track.
