Currently, the contrib repository is update to depend on any change made here in the core repository after a release is made. This means that the main branch of contrib can sit in an unbuildable state if a user tries building with the main branch of core. Not allowing users to test out changes as they are merged instead of when they are released (and then manually updated) slows user feedback and delays adoption of releases.
We should update our policies on contributing and releasing to ensure the main branch is buildable against the main branch of core.
