Automate generation of semantic conventions when specification is updated

Problem Statement

We need to ensure that when the specification of semantic conventions has a new release we update our generated attribute definitions. #1891 adds tooling for generating the definitions, but it is not automated or integrated into the release tooling. #1890 seeks to define a mechanism for handling versioning of the semantic conventions. Once we have a resolution to those two issues we should seek to identify a mechanism that can generate at least a prompt for maintainers to generate new convention definitions and ideally automatically generate those definitions and a PR.

Proposed Solution

I don't have any clear ideas right now, but I wonder whether Dependabot can be used as at least a notification mechanism.
