OS and Process resource detectors

Hi! I'm on my journey to learn a bit about OpenTelemetry 🔭

I stepped into some of the semantic conventions specs, namely OS and Process, but didn't find any built-in detectors supporting those attributes.

I see they're still marked as "experimental", and there's this related issue to define the values for the process.runtime.* attributes, so I understand why they might not exist yet.

I wanted to ask if there're plans to add them, either in the core package or in the contrib one.

Also, I've built some detectors supporting various of the attributes included in these resources. Could open a PR if desired.
