The configuration for a meter provider in the application environment should be roughly the same as what is used in opentelemtry-configuration: https://github.com/open-telemetry/opentelemetry-configuration/blob/main/schema/meter_provider.json

Right now it is similar but not the same.

This will ease adoption of the external configuration.

Separate discussion on how to approach this with tracing since that is already stable.
