As discussed in C++ SIG meeting with @esigo,
here is a feature request for internal SDK end exporter metrics.

Given that this feature is general, I documented this in a draft OTEP:

https://github.com/marcalff/oteps/blob/otep_internal_sdk_metrics/text/0000-internal-sdk-metrics.md

The goal is to implement internal metrics about the SDK and exporter execution, in opentelemetry-cpp.

Please provide feedback.
