Support compression auto-negotiation for OTLP protocol

Right now, we have to specify what compression algorithm the otlp client and server would use.

Describe the solution you'd like
Instead, we would like to make sure the client and server can negotiate throughout the communication lifespan a better encoding, based on what the client exposes as accepted compression protocols. The negotiation can happen again during communication as load-balancer rollouts may replace the server participant, using different compression algorithms.
