Describe the solution you'd like

making the release workflow conditional on the main workflow passing, before it allows you to run it
If there's a way to reduce the time between releasing (where github dispays a new patch) and the .deb packages actually being deployed because you can't develop on any downstream ostk repos during this time period since the dev container knows about the new tag but can't find it since it hasn't been pushed yet.
