Upgrade worker to upstream #45

There are a few mandatory features in the upstream worker that we need.

It is best to wait until integritee-network#1337 is merged. Then we have a clean state, which is updated to the newest Polkadot version and it will prolong the time we don't need maintenance here. The merge of this PR is currently blocked by a bug.

Hmm, actually. As we run the BEST-energy worker in the offchain-worker mode (instead of sidechain), we can integrate the changes of integritee-network#1337 before the bug it introduced is merged.
