New Release Todos

Checklist to complete before making a new release:

• Version Update Commit
  • Update obs-websocket target version in CMakeLists.txt
  • Update obs-websocket RPC version in CMakeLists.txt (if necessary)
  • Add new obs-websocket version to .github/ISSUE_TEMPLATE/bug_report.yaml
• Git Tag
  • Create new git tag and push to origin
• Post Git Tag
  • Draft Release, upload CI binaries
