"Use stream encoder" will not notify the user that it will follow the streaming service's limits, even if you're only recording. #10878

Expected Behavior

  1. (Preferred) A warning text somewhere in Streaming/Recording Output to notify the user that if using "Use stream encoder", it will follow the current streaming recommendations. Maybe if the current settings are higher than allowed.
  2. Ignore streaming recommendations if only recording and not streaming at the same time. (Not really preferred, because people might get confused on why their quality is way worse when streaming and recording at the same time.)

Current Behavior

OBS will force the currently selecting streaming service recommendations even if you're only recording, without any indication.

Steps to Reproduce

  1. With the following settings, start recording:

    image
  2. OBS will force the stream service's bitrate (without any indication), even if only recording:
    image
