Count, posted on the card before this edit (2026-09-13T11:46Z, repo-scoped REST lists, both boards, every page read): pm:queue ∧ domain:* ∧ ¬priority:* = 7 on objectstack and 31 on objectui — small, so the fourth disjunct is the shape; the pm:on-hold pool (69 / 46) is a decision already made and not a dispatch slot, so it stays outside the disjunct and is recorded as a measurement only.
