Selection cancellation is not spoken when in browse mode and braille is tethered to focus #17298

Steps to reproduce:

tether braille to focus and go to some web page
select some text in browse mode
move to next/previous line with braille buttons

Actual behavior:

Selection is cancelled but unselected text and "unselected" is not spoken

Expected behavior:

This is inconsistent because in edit controls unselected text and "unselected" is spoken.
