FileToDFControllernow exposes adownload_methodconstructor argument allowing the caller control over theDownloaderclass's download method.file_to_df_loadermodule creates and closes aFileToDFControllerinstance on a per-call basis, setdownload_method=SINGLE_THREAD. Fixes an issue where dask was being shutdown early after the first message.Closes #1916
