My internal teams are getting frustrated seeing this big warning showing up on every build:
Digging into it, it seems that the Microsoft.Build.Locator library was emitting that error straight to stderr.
It appears to be fixed by microsoft/MSBuildLocator#341, which was fixed in v1.10.2 of the library
