nx plugin generator should generate ESM package by default

Users following the documentation https://nx.dev/extending-nx/intro/getting-started should be able to create ESM packages.
@nx/plugin plugin generator generates CommonJS package and very old tsconfig. This is no longer preferred as everything is being standardized on ESM. Nx should provide at least an option to use ESM packages.
