Add --interactive option to the nx release command

The --interactive option would allow developer to:

• select the project to release
• select whether to run the release with the --dry-run option

Not sure if more options could be added. Maybe somehow the user could be asked if they want to execute any of subcommands only. I'll let NX team to think about it
