Issue

The spacing between left single quote (U+2018) and some capital letters (e.g. T, I, W, V) looks too tight. Especially for T it looks even narrower due to the vertical serif. Some adding some positive kerning could be beneficial. Probably the same applies to double quotes, and right versions.

I think it's actually more noticeable at smaller sizes in e.g. an e-ink ebook reader.

Other marks might have this behavior too. Maybe it's worth to mention here that U+ 2033 (″) on NotoSans almost attached to some letters (I,T,W,V)

Whether it's too tight or just right is pretty subjective. It's certainly not outrageously tight and compares well to other fonts:

(The double prime mark is a bit of a red herring, as that shouldn't have any letters after it.)

So: this definitely isn't a bug, but there may be room for improvement, and I will ask a designer for review.
