FR: Add Scintilla version number to About Notepad++ / Debug Info

Description of the Issue

The Scintilla version is absent from the About Notepad++ & Debug Info windows. How about adding it to one or the other (or both)?

Both Scintilla and Lexilla can be compiled with version info that could be easily looked up with the GetFileVersionInfo API (the way Plugins Admin checks for updates). But Notepad++ would have to start linking them dynamically, as it used to do before version 8.0.

Every Scintilla and Lexilla tarball also comes with a version file. (What you're supposed to do with a 3-digit numeric string is anybody's guess.)

Well, kind of: geany/geany#3108. As you'll read on that thread, it gets complicated when Scintilla is linked statically.
