All the STLs are already upload, so I don't know what you mean.

You can't upload anything to somebody else's project, to make additions you submit a push request that the owner can accept or reject.

Здравствуйте, да я их почему-то скачать не могу.

Click on the file you want, e.g. https://github.com/nophead/Mendel90/blob/master/dibond/stls/atx_long_bracket.stl and then right click on the "Raw" button and select "save link as" in your browser context menu. Works for me in Chrome.
