Setting node options

Is it possible to set node options?

I especially need to set use-openssl-ca and can't use NODE_OPTIONS environment.

I would also like to know how to set the NODE_OPTIONS as there are some programes we need to increase the --max-old-space-size.

Has anyone discovered how to set these?
