Readd Readable.from browser implementation?

Any chance that Readable.from browser implementation will be readded? I noticed it was withheld for IE11 compatibility a couple years ago in this issue.

Currently it just throws an error, https://github.com/nodejs/readable-stream/blob/main/lib/internal/streams/from-browser.js#L2
