An attempt to implement "named parameters" for fs.write() (Callback API), filehandle.write() (Promises API) and fs.writeSync() (Synchronous API).

Mandatory buffer argument is followed by optional options object with optional offset, length, position properties.

I'm fine with any verdict on this, but I don't see significant reasons for waiting.
If by "same signature" you mean simply aligning fs.write (Callback API), the signatures are different anyways, because fs.readSync doesn't include buffer in options object. So there's no strong consistency&interoperability to keep.

Adding fs.write(fd[, options], callback), fs.readSync(fd[, options]) and fs.writeSync(fd[, options]) after DEP0162 looks doable, and not blocking for this PR.
