tls: emit a warning when `servername` is an IP address #23329

Setting the TLS ServerName to an IP address is not permitted by RFC6066. This will be ignored in a future version.

This PR is basing on #18127 and should be semver-major.

No. It's copied from another test.

The docs just use the phrase "server name" without making clear that it must not be an IP address. It would be helpful to have in addition to this a PR to document that server name must not be an IP. That doc change would be semver-patch.
