Collaborator nomination: @devsnek

@MylesBorins has already nominated @devsnek to become a Node.js Collaborator in #17602. I'm opening a separate issue as requested, while seconding the nomination.

@devsnek has been active in multiple initiatives within the project, including

• VM module
• Console
• V8
• Utils

I believe he would be a great addition to the team.
