    PPC: Add Power10 to the supported list and enable related features

    This CL adds Power10 recognition to Linux, AIX as well as IBMi.

    Enabled features include:
    MODULO
    FPR_GPR_MOV
    SIMD
    LWSYNC
    ISELECT
    VSX
