v8: add v8.startupSnapshot utils

This adds several APIs under the `v8.startupSnapshot` namespace
for specifying hooks into the startup snapshot serialization
and deserialization.

- isBuildingSnapshot()
- addSerializeCallback()
- addDeserializeCallback()
- setDeserializeMainFunction()
