doc: update stale feature messages

- update the messages to reflect additional
  bikeshedding that took place when action
  was implemented in
  https://github.com/nodejs/node/blob/master/.github/workflows/close-stale-feature-requests.yml.
- fix links to this document in messages as
  we moved the contributing docs location.
