test: direct python invocation & simpler pyenv

Reorder Travis builds by OS. Replace `pyenv global` calls with
properly set `PATH` and `PYENV_VERSION` env vars. Does not
assume python modules are in the `PATH` so all python
modules are prefixed with `python -m`.
